The so-called Tozo system, which was set up as a result of the Corona crisis, allows self-employed people without staff (self-employed) to supplement their income to the social standard. The CPB argues that this support is better suited to entrepreneurs who have little capital.
This would give entrepreneurs in affected sectors with assets a financial incentive to switch sectors, for example. Execution costs per beneficiary are higher due to the equity test.
According to the CPB, the tozo system can also be completely terminated. The self-employed then use the regular social safety net. This consists of a credit system and general support. These rules are already subject to an examination of justice.
